c. Process for Psychological Evaluations
Psychological evaluations are central to establishing eligibility. The policy defines how these evaluations must be obtained and what components they must include.
Qualified Professionals • Authorized Experts: –
Evaluations can only be performed by licensed clinical psychologists, neuropsychologists, or developmental pediatricians who have been authorized to conduct assessments under state and federal regulations. – Each evaluator must be recognized by state licensing boards and have a proven track record in assessments of intellectual and developmental disabilities.
Required Components of Evaluation Reports
Each psychological evaluation report must contain the following elements:

– A detailed description of the standardized tests used (e.g., Wechsler Intelligence Scale for Children/Adults, Stanford-Binet Intelligence Scales). – Explanation of testing methodology, including environmental conditions and any accommodations made during the evaluation. 2. Scoring and Results: – Clear presentation of IQ scores and relevant subtest scores that support the diagnosis. – Comparison to normative data and interpretation of results in the context of developmental standards. 3. Diagnostic Observations: – Professional observations regarding the individual’s behavior, cognitive functioning, and adaptive skills. – Identification of consented developmental delays or cognitive impairments that support eligibility criteria. 4. Recommendations: – Suggested interventions, support services, and follow-up assessments needed to sustain the individual’s support plan. – Documentation of any challenges encountered during the evaluation that may influence interpretation.
